First, Alberta needs to control its own immigration. Next, a new plan to aggressively tackle the problem of labour shortages needs to be addressed. The skilled worker shortage in Alberta is the most disturbing obstacle facing Alberta’s future prosperity. The solution for resolving this is by allowing employers to issue temporary work visas approved by the Alberta Government.

Addressing worker shortage issue in Alberta
Allow corporations and companies to directly recruit international skilled workers and issue temporary work visas approved by the government of Alberta under the following conditions:
1. The company or corporation shall sponsor imported workers and are responsible for them while they are in Alberta. The company will be liable for any or all inappropriate actions of their imported employees.
2. The company shall prove the employees they import have the necessary work and language skills and or education to perform the work required.
3. The company is financially responsible for the employee while working in Alberta. This means the imported worker cannot draw Canadian or Albertan social services.
4. The company shall pay a new temporary health insurance premium to cover the event of health problems of the employee.
5. The company is responsible for the temporary imported employee’s family as well as the employee. If children require education, the company is required to pay an additional education premium to cover the cost of the education.
6. The company shall pay for all temporary Alberta work visa charges and if employees are terminated from their positions or their work visa expires and is not renewed, the company is responsible of paying for proper and timely collection and deportation of employees.
7. Since temporary workers will not be a draw on Albertan and Canadian services, they will pay minimal provincial income tax and no federal Income tax. These workers are temporary workers only and are not immigrants or Canadian citizens; they have no natural privileges of a Canadian citizen and do not benefit from Canadian social programs. Therefore there is no need to pay federal income tax.
8. The company shall provide appropriate temporary housing for the temporary worker until the worker can find appropriate living accommodations.
9. The temporary work visa will only be issued for one year. After the year is complete the employer can request from the provincial government an extension for an additional year. If at the end of the year, if the employer does not want to extend, it is the employer’s responsibility to pay for deportation expenses.
10. The provincial government shall issue the approved requested work visas in less than two weeks to allow for timely immigration processes.
New private companies will be created to act as sponsor for smaller companies who can not afford to control their own immigration departments. Organizations similar to head hunter employment services.
The imported worker while in Alberta can apply for Canadian immigrant status through the regular channels and time frames, but can not apply for refugee status of any kind.
Once Alberta is in control of its own immigration, a system would be in place to allow companies to timely and easily import workers to meet Alberta worker shortages as needed.
